El desafío de la reinserción de científicos en Argentina :testimonios en primera persona sobre la repatriación bajo el Programa RAICES

Abstract

En este trabajo analizaremos la problemática de la fuga de cerebros en la República Argentina, la pérdida que representa en términos inversión en capital humano y la migración de científicos hacia polos de conocimiento como EE. UU. y Europa. Para tales fines se analizará en profundidad las políticas y programas a nivel estatal que propician la repatriación de científicos, con foco en el programa RAICES y sus instrumentos, así como también qué nuevas estrategias se aplican ante el nuevo esquema de colaboración científica entre centro y periferia. Además del análisis sobre el impacto que la movilidad de científicos genera en nuestro país, también analizaremos las causas para la repatriación, las estrategias para la reinserción de los recursos repatriados, y los planes con mirada en la federalización de la ciencia y la soberanía científica.In this paper, we will analyze the problem of brain drain in the Argentine Republic, the loss that it represents in terms of investment in human capital and the migration of scientists to knowledge centers such as EE. UU and Europe. With that in mind, an analysis will be made of the state policies and programs that favor the repatriation of scientists, with special focus on the RAICES Program and its instruments, as well as what new strategies are applied to the new scheme of scientific collaboration between center and periphery. In addition to the analysis of the impact that the mobility of scientists causes in our country, we will also analyze the causes for repatriation, the strategies for the reinsertion of repatriated resources, and the plans with an eye on the federalization of science and scientific sovereignty.
