Análisis de la asociación de empresarios industriales de Uruguay en el período 1945-1965

El desempeño de Uruguay durante el período de Industrialización Dirigida por el Estado ha sido uno de los temas más trabajados por la historiografía uruguaya, colocando distintos énfasis y encontrando diversas causas del fracaso del modelo y sus repercusiones para el país. Sin embargo, a pesar de este vasto abanico de investigaciones, no se ha colocado el foco en el actor empresarial o en las asociaciones que conforma. En este artículo se analiza a los empresarios industriales de Uruguay nucleados en una única gremial, la Unión Industrial Uruguaya (UIU), entre 1945 y 1965. A partir de considerar a los empresarios industriales como actores clave para comprender los procesos de desarrollo sucedidos en un país, el objetivo es presentar y caracterizar a la asociación que conforman en Uruguay y que está en actividad en el período de estudio. En particular, se considera a la UIU como un actor social y económico relevante y se indaga en su interrelación con otros actores clave como el Estado. Asimismo, se analiza su posicionamiento en relación al modelo industrializador, con especial énfasis en el rol de la innovación. Para esto se realiza un análisis histórico y se utiliza como fuente documental principal la revista editada por la UIU y las memorias anuales de la Cámara de Industrias (órgano administrador de la UIU).
The Uruguayan performance during the State Led Industrialization has been one of the most analyzed research topics in the country with different focuses and findings over the failure of the model and its consequences for the development. Notwithstanding, none of these studies focused on the entrepreneur as an actor or in the associations they conform. This article analyzes the Uruguayan industrial entrepreneurs and the only association they conformed at that time, the Uruguayan Industrial Union (UIU) between 1945-1965. Thinking on the entrepreneurs as a key actor for the understanding of the development processes that takes place in a country, the main objective of this article is to present and characterize the business industrial association that was active in the period of the study. In this work, the UIU is considered as a social and economic key actor and is explored throughout its interrelations with other key actor as the State. Moreover, this work analyzes its positions over the industrialization model and the role of innovation. In order to achieve that it is necessary to make an historical analysis. In this particular case, as a main source of information, it is used the journal edited by the UIU and the annual memories of the Industrial Chamber (manager of the UIU).
